Canterbury Tories charge £16 to walk to house

Incredible revelation that the Tory run council in Canterbury wants to charge residents £16 per year to walk through a council owned car park to the rear of their homes. For a further £106 they can even drive through the car park provided they have got £2m public liability insurance too.

Anyone would think that the council is not there to serve its residents? I hope that there is more to this than the Independent article states!
